You may face issue of article or object is locked even the user is log off. Please go through below steps to resolve the issue.

Things to check:
1) Check update work process in tcode SM50. You will get user name who are executed huge data to upload.
2) Go to Tcode SM13 check the update is active or not. Check with the user name which you got in SM50 how much update is pending with his user name. Confirm with user and Kill all update request of his user ID.
3) After killing update requests check in SM50 your update work process should be free in sometime.
Once Update work process is available you won’t face this issue.
NOTE: Please do not take restart as restart will not resolve this issue.
